In March 2025, House Bill 455 introduced significant updates to the program:

  • Tiered funding amounts:

    • $8,000 — Private school students

    • $4,000 — Home-based learners ages 5–11

    • $6,000 — Home-based learners ages 12–18

  • Spending caps: No more than 20% of award may be used for extracurricular activities or PE programs.

  • Rollover policy: Families can carry over up to $2,000 in unused funds to the next academic year.

  • Stricter eligibility verification: Residency is now verified through Utah records, and income is checked through the Utah State Tax Commission for priority placement.

  • Clearer spending rules: Certain purchases are prohibited, and a year-end student portfolio may be required to show educational use of funds.

These changes aim to make the program more accountable, equitable, and transparent for Utah families.

Application Process & Key Dates for 2025–26

For the 2025–26 school year, the program faced a unique reset. The original application window closed May 1, 2025, but when Odyssey took over, families were required to reapply due to incomplete or unverifiable data from the prior administrator.

New Timeline:

  • June 11, 2025 – Provider applications open

  • July 31, 2025 – Parent/student application portal opens

  • August 21, 2025 – Odyssey Marketplace launches for purchasing approved services and materials

Awards are typically issued within 30 days after the application deadline. Families should apply early to avoid delays in accessing funds for the school year.

Who Gets Priority & How the Funds Work

Because applications may exceed available funding, the program uses the following priority order:

  1. Current scholarship holders

  2. New applicants with household income at or below 300% of the federal poverty level

  3. Siblings of current scholarship recipients

  4. Lottery for all other applicants

Funding distribution:

  • Awarded funds are deposited in the Odyssey account at the start of the school year or prorated if joining late.

  • Families can spend funds only in approved categories through Odyssey’s Marketplace or by submitting reimbursement requests.

  • Unused funds roll over into the next year, up to the $2,000 cap.

By combining flexible spending with strong accountability rules, the Utah Fits All Scholarship gives parents more control over their children’s education while ensuring taxpayer funds are used for legitimate learning purposes.
