Many Goally customers have been able to succesfully obtain reimbursement from insurance, ESA programs, or purchase Goally through a state waiver program. We have outlined each of the programs we currently work with below.

ESA Programs

An Education Savings Account (ESA) is a government-approved program that provides families with funds to cover educational expenses for their child. Unlike traditional school funding, ESA programs allow parents to use state-allocated education dollars for a variety of approved expenses, including private school tuition, homeschooling materials, tutoring, special education services, and even technology like learning devices. These programs are especially beneficial for families seeking more flexibility in their child’s education, ensuring access to personalized learning resources that fit their needs.

The Creating Hope and Opportunity for Our Students’ Education Act of 2024 (The CHOOSE Act) is administered by the Alabama Department of Revenue (ALDOR).

CHOOSE Act Alabama makes refundable income tax credits called education savings accounts (ESAs) available to support the success of eligible K-12 students in Alabama.

An Empowerment Scholarship Account (ESA) is an account administered by the Arizona Department of Education (ADE) and funded by state tax dollars to provide education options for qualified Arizona students.

The Arkansas Educational Freedom Account (EFA) Program empowers families with greater flexibility and choice in their children’s education. Designed to expand access to high-quality learning opportunities, the EFA program provides eligible students with state-funded accounts to cover approved educational expenses, including private school tuition, curriculum, tutoring, and other essential services.

Family Empowerment Scholarship for Educational Options

This branch of the scholarship eligibility provides additional educational options for all K-12 students, such as attending a participating private school. Families apply and annually renew through one of the approved scholarship funding organizations (SFO), which are responsible for determining and distributing funding. FES EO also offers families of eligible students the option to receive a $750 scholarship to provide transportation to a public school different from the school to which the student was assigned.

Family Empowerment Scholarship for Students with Unique Abilities

This branch of the Family Empowerment Scholarship Program is designed to offer families of students with disabilities, as young as 3 years of age, access to additional education options. Families may choose to enroll their student in another public school, or they may choose to take the opportunity to receive a personal education savings account (ESA) for their student. With an ESA, instead of having their child attend a public school, parents receive a deposit of public funds into government-authorized savings accounts with restricted, but multiple, uses. An ESA can be used to fund not only items such as private school tuition and fees, but also online learning programs, private tutoring, community college costs, higher education expenses and other approved customized learning services and materials. Families apply and annually renew for participation in FES UA through one of the approved SFOs, which are responsible for determining eligibility, awarding and distributing funding to eligible student accounts, and approving eligible expenditures.

Signed into law in 2024, through Senate Bill 233, the Georgia Promise Scholarship Program is aimed to empower families to pursue exceptional educational programs through nonpublic schooling, including private school and home study. Should eligible families choose to leave public school (or forgo attending as a new kindergartener) to participate, the Georgia Promise Scholarship will allow families to use funds for private school tuition and fees, required textbooks, tutoring services, curriculum, physician/therapist services, transportation services, and other approved expenses.

Idaho’s Empowering Parents program provides grant funds for use towards eligible education services and devices to help students recover from learning loss.  Idaho students ages 5-18 are eligible regardless of school type attended: Public, Charter, Private, or Homeschool.

The Students First Act, introduced by Governor Reynolds and signed into law on January 24, 2023, makes state funding available to support the success of every K-12 student in Iowa. The bill established a framework and funding for education savings accounts (ESAs), which may be used by eligible families to cover tuition, fees, and other qualified education expenses at accredited nonpublic schools in Iowa.

The Kansas Education Enrichment Program (KEEP) provides qualifying parents and guardians with $1,000 per eligible student to spend on approved educational goods and services.

Also called the “Giving All True Opportunity to Rise” (GATOR) Scholarship Program, families can apply from March 1 to April 15 and start receiving funds in August 2025. The per-student amount(s) will be set by the Louisiana State Board of Elementary and Secondary Education (BESE). The GATOR program is open to all K-12 students in the state, regardless of income.

The Education Freedom Accounts program was created by the State of New Hampshire to help expand educational opportunities for New Hampshire children. Eligible New Hampshire families earning up to 350% of the poverty line can direct part of their child’s state education funding to pay for tuition at the school of their choice, tutoring, online learning programs, educational supplies, and other educational expenses.

CSF is committed to strengthening American education by educating parents and the public about federal, state, and local public policies that give all children access to a good education, regardless of their family’s income level or where they live.

Education Student Accounts (ESA+)  funds help North Carolina families pay for education and services for children with disabilities.

Thank you for your interest in participating in the Education Scholarship Trust Fund (ESTF) Program. The ESTF program provides $6,000 scholarships to qualifying South Carolina students. The South Carolina Department of Education administers the ESTF and has contracted with ClassWallet for programmatic support and to manage the distribution of scholarship funds to participating families.

The Tennessee Education Savings Account (ESA) student application for the 2025-26 school year will open on February 3, 2025. The deadline to submit your application is July 1, 2025, with a priority deadline of May 1, 2025. The priority deadline is used if an enrollment lottery is needed. The Parent-Directed Special Education Services (PDSES) program, previously, the Supplemental Special Education Services (SSES) program is a one-time $1,500 online grant for parents/guardians of eligible students served by special education and who are enrolled in a Texas public school. Parents/guardians of eligible students can use the online accounts to shop the marketplace to obtain educational materials and resources such as textbooks, curriculum, or technology devices and/or services such as additional speech therapy, tutoring, or other specific services.

Beginning in the 2024-25 school year, the Utah Fits All Scholarship Program provides up to $8,000 to Utah K-12 students through an education savings account (ESA). Scholarship accounts may be used for education expenses and services, including private school tuition and fees, tutoring services, testing fees, materials and curriculum costs, contracted services, and more. The entire program is outlined in Utah Code 53F-6-4.

West Virginia’s Hope Scholarship empowers families to make school choices that are right for their educational needs. The Hope Scholarship program offers qualifying West Virginia’s K-12 students an opportunity to build an individual learning experience that works best for their child. The scholarship allows K-12 students to receive financial assistance that can be used for tuition, homeschool curriculum, and other qualifying expenses.

The Telecommunications Equipment Purchase Program (TEPP) is to help people with disabilities buy specialized equipment they need in order to use basic telephone services. To apply for a TEPP voucher online, use our revised online application below. If you are unable to use the online application, you can print the application form provided in pdf format and mail to the address on the form.

State Medicaid Waivers offer financial support for medical and developmental needs, helping families access essential equipment and, in some cases, assistive technology like Goally. These programs are managed at the state level, meaning eligibility and benefits vary by location.

FAQ's About State Waivers

Talk directly to your case manager about the benefits of Goally to see if it would be covered. The funding pathway is different for every waiver, so talk with your case manager about the process. Feel free to reach out to [email protected] with any questions you or your case manager may have.

If you currently are on Medicaid but you are not sure if you are eligible for any waivers, please reach out to your case manager. 

If you’re not covered by Medicaid, these programs offer valuable financial support for your loved one. Eligibility is usually based on your child’s income, meaning most children with disabilities qualify.

Be aware that waiver programs may have limited funding and waiting lists. Starting the process early increases the chances of securing financial support.

Health Insurance

We are an approved vendor with Alliance Health Plan. Your case manager can place an order on your behalf. Our vendor ID: V017510

Please reach out to your NDIS case manager to receive reimbursement for your purchase. If you need an invoice, you can checkout here and select “mail a check” on the final checkout page. You will then be emailed an invoice that you can provide to your case worker.

Call insurance to Verify Coverage

The policyholder (or authorized family member) will need to call member services. The phone number for member services can usually be found on the back of the insurance card. Ask your insurance company the following additional questions:

  1. Is a speech generating device under code E2500 covered?
  2. Are there any restrictions or exclusions on this plan for the client’s specific diagnosis?
  3. What documentation is necessary to get this expense reimbursed?

  4. Who should you contact with documentation to get reimbursed?

SLP Assessment

Most insurance companies want an assessment from your Speech-Language Pathologist (SLP). They might provide their own form or you can ask them to use this template.

Doctor’s Letter

Schedule a time to visit your child’s doctor. The doctor may ask you for the SLP assessment prior to the visit. You could need three things from your doctor.

  1. Letter of medical necessity. Here is a template your doctor can sign.
  2. Documentation of a face-to-face visit. Here are the requirements for your doctor to know.
  3. If your insurance company has any other forms, make sure you get those to your doctor during the visit. 

Submit Documents to Insurance

Send all documents to your insurance company. If you already purchased your Goally be sure to include the email we invoiced you. 

If you need an invoice from us before purchase, send us an email to [email protected] and we’ll send you an invoice. Here’s the information we need from you:

  1. Your full name
  2. Your kid’s name
  3. Your address (where the tablet will get delivered)
  4. Your insurance address (for billing)
  5. Your phone number

Wait for Approval

  1. Receive your Goally in 30-60 days
    1. As soon as we receive payment for your tablet, we’ll ship it to you within 2-5 business days

HSA/FSA Funds

Health Savings Accounts (HSAs) are tax-advantaged accounts that help individuals and families pay for qualified medical expenses. You can use an HSA to purchase Goally directly from our website. If insurance denied coverage or you prefer not to wait, this is a convenient alternative.
