As of the 2025–2026 school year, Arizona’s ESA program now offers universal eligibility to all K–12 students in the state—regardless of income, academic performance, or school district. In addition, preschool students with disabilities can qualify, with a required re-evaluation upon entering kindergarten or beyond to maintain eligibility under disability parameters.
Traditional eligibility categories still apply, including students with an IEP, MET, or 504 plan, children of active-duty or fallen military members, wards of the juvenile court (adopted or in guardianship), students attending D/F-rated schools, siblings of ESA recipients, and Native American students residing on reservations.
